Looks like the rules do not apply to everyone. Mike Stephens is a basketball ref, pals with Mayor Elorza and a civilian with the Providence Police department. Civilian members of the PPD are not suppose to be given cars as part of their job yet Stephens is given the car pictured below. During the pandemic, Stephens was reportedly living in Cranston off Park avenue near Fay Field, yet the narrative continues he is a dedicated Providence resident.  Why did he get a bump in pay and given a car?
