Ship with Russian Z appears in Narragansett Bay

Since the war broke out in Ukraine, the Russian Army has been using a Z to mark their vehicles and for Russians to show support for the invasion. On March 1, a ship docked in Narragansett Bay with the Z on the smokestack of the ship. The same vessel had been in the waters before but not with the Z. Why would a ship be sitting in Narragansett bay? The U.S. Naval War College is in Newport and has always been considered a target for any type of military action against the USA. Newport was home to the Navy until 1973 and Quonset is still a National Guard base.
