Cranston school coke janitor

On 5/4/26 at approx. 2145 hours, K9 Officer Burns and I were dispatched to 70 Plantation Dr., Garden
City Elementary School for a male employee passed out in the building.
Upon arrival I observed K9 Officer Burns and CFD personnel speaking with a custodian identified as
Shane Gavin (refer to K9 Officer Burns’s Supplemental report for further information). While Shane was being
evaluated, he showed signs of narcotic intoxication having slurred speech and enlarged pupils. Shane also
advised he was still feeling light headed and was not making much sense. CFD advised that they would be
transporting Shane to RI Hospital for high blood sugar and advised he had not been administered Narcan. K9
Officer Burns began giving Shane a pat down for safety purposes prior to hospital transport and advised he
identified bulges inside of Shane’s pocket consistent with the packaging of narcotics. The items were two
knotted plastic baggies of white powdery substance which we identified as cocaine from training and
experience. Also, a credit card, 2 straws and 2 1-dollar bills were removed which had white powdery substance
on them. The narcotics and paraphernalia covered in white powdery substance were seized as evidence. Shane
advised the white powdery substance was cocaine and he had been snorting it earlier. Shane was placed into
handcuffs and escorted to the rear of the rescue. I again asked CFD personnel if they had administered Narcan
to Shane and they advised they did not. Shane was placed into custody and Lt. McHugh was advised. Sgt.
Paccasassi arrived on scene and was made aware of the incident. The evidence was secured inside my locked
police vehicle. Shane’s vehicle a red Chevy Silverado bearing RI CM reg. 2AT107 was towed from the school
lot by Arlington Auto Body to their yard. I followed CFD to RI Hospital where I maintained custody of Shane.

got his attention because Shane was swaying around near the water station acting incoherent and almost
falling to the ground. had Shane lay down where he appeared to fall asleep and became unresponsive.
advised he called his supervisor who quickly arrived on scene and contacted CFD

Upon arrival observed Shane and contacted CFD due to him being unresponsive (refer to statement).
While at RI Hospital Ptlm. Frost responded and I field tested a small amount of the white powdery
substance from 1 bag utilizing a NARK 2 test kit which yielded a positive hit for cocaine. Shane was
subsequently arraigned by Justice of the Peace Frank Saccoccio for the charge of 1 count Possession of a
Schedule I,II,III,IV,V, violation OF RIGL 21-28-4.01(C)(2)(i). He was advised of his court date of 5/19/26 at
Kent County Court House.
Upon my arrival to headquarter I weighed the two bags of narcotics at 10 grams. It was further field
tested for fentanyl yielding a positive result. The narcotics, paraphernalia and 2 positive yielding NARK 2 test
kits were photographed by Ptlm. Frost and uploaded to this report. The narcotics and evidence were then
secured in evidence bags and secured in evidence locker 6 with a property sheet, seizure report and RI.
