Nervous Nellie is at it again.  Secretary of State Nellie Gorbea has flooded mailboxes around Rhode Island with mail ballot applications with some key parts that need to be highlighted. Insiders say this could be the most corrupt election the state has ever seen ( which is really saying something). The truth is you could fill out a fraud mail ballot and there is no penalty and nobody checking.
